Croatia has provisions in its legislation relating to the granting of compulsory licences.
These can be found in the Patent Act (Official Gazette (OG) No. 173/03, 87/05, 76/07, 30/09, 128/10, 49/11, 76/13, 46/18.
A compulsory licence may be granted in the following cases:
1. insufficient exploitation of a patent;
2. national emergencies;
3. the need for protection from unfair market competition;
4. exploitation of another patent or protected plant variety; and
5. cross-licensing.
